Dear all,

I hope you all had a good Easter break and the May bank holidays so far. This newsletter brings some changes to format and delivery. We have moved onto a new delivery platform with some new features which will help when sharing content. In reality you should see no noticeable change!

The Spring term was a busy one, with the publication of the Independent reveiw of Prevent (IRP) and Manchester Arena Inquiry vol3.  We're now considering the recommendations and how they will be implemented. When I have more information I'll share and consult via the newsletter or forums.

We also had another successful Spring FE/Skills forum and I'm planning the summer FE and HE forums now (dates TBC). If you have any ideas for agenda items please let me know.

DfE Training Sessions - May / June

Prevent Planning for FE skills - below are free webinar session held each quarter aimed at briefing new providers, those that are less confident in their arrangements or just wish to ensure that they remain compliant with the Prevent Duty.

Online/Gaming  
The links below for each session will give you a choice of dates. The dates are:

Monday 22nd May
Tuesday 20th June


Each session has a limit of 500 so do invite as many staff as you like! Links below, times are the same for each session for each day:
Induction / Refresher - 9-10am
Intro to Incels - 10:30 - 11:30am
Online Platforms and Extremist Content - 1:30 - 2:30pm
Gaming and Extremism - 3 - 4pm

There's no one link to sign up for the full days as the MS Teams link is different for each session, so please use the individual links. Sign up closes one day before the sessions take place.
 
There will be no sessions in July or August so do plan appropriately!

 

Martyn's Law   

As you know the DfE continues to work with the Home Office on the development of Martyn’s Law legislation.   

The draft bill was published on 2nd May, outlining the requirements venues and other organisations will have to meet to ensure public safety. The Bill will now follow pre-legislative scrutiny. During this time, we will continue to work with the sector to ensure the proposals are proportionate for the education sector.

OfS have confirmed the 2021-22 ADR data release on their official statistics publication schedule for Spring 2023 - ADR release

 

Educate Against Hate calendar

 
 

The Educate Against Hate Calendar highlights important awareness dates in the academic year which might provide opportunities to discuss things like online safety, Fundamental British Values and extremism with your students.

Looking into May - 22nd May is the 5th anniversary of the Manchester Arena attack. Educate Against Hate has some resources to support discussion about this topic.

Extreme Right Wing - key points to know

This ideology is the fastest growing threat and is intrinsically linked to the online risk, however, other more traditional tactics continue to be used such as leafleting and stickering within communities, and this is certainly seen in the SW. This is one of the SW's risk priorities.

Since 2016, the UK has proscribed five ERWT groups, all of whom hold a White Supremacist ideology. The primary threat from these groups is their ability to radicalise and inspire Self-Initiated Terrorists (S-ITs)

 

Proscribed groups:

National Action, Sonnenkrieg Division, System Resistance Network, Feuerkrieg Division, Atomwaffen Division/National Socialist Order, The Base.

 

The threats from the ERW are:

•The possibility of attacks on those perceived to be migrants or refugees, religious groups or buildings; potentially using weapons or other means e.g. arson or homemade explosives.

 

•Online activity that could potentially radicalise, spread misinformation and conspiracy theories, and provide the opportunity for distributing material and organising activities or may encourage Self –Initiated attacks.


ERW is broadly separated into three primary ideologies:

  • Cultural Nationalism - Anti Islam, anti Immigration, and anti Government is usually visible and identifiable with street protests,
  • White Nationalism  - is focused on the importance of the white race with views that white people are being replaced by non whites in Europe. Not terrorist organisations  
  • White Supremacism - align to the belief that the white race is not only important but is inherently superior to other non white races

Prevent training - Home Office request for support/testing

The Prevent training team are currently developing a new face-to-face (F2F) training product. A new training portal will become available for facilitators to access resources including a training deck, facilitator notes, video case studies, skills development etc. The portal will also enable the collection and review of training feedback and provide a community feature to share knowledge and experience amongst peers. The F2F product will give facilitators the flexibility to amend training resources to include local context as well as to run engaging activities and discussions to facilitate learning.

We are currently in the ‘alpha phase’ testing early design ideas with facilitators and learners to build a product that meets user needs. We anticipate that the training content will focus on what extremism and terrorism is, ideology, and the notice check, share procedure. It will also feature content on referrals to support the pathway process in local areas.

We are keen to speak with facilitators (new and experienced) and learners to ensure the product works for you! If anyone would like to be involved in user testing, and providing feedback please register using the Eventbrite link. We hope that the product will be launched in the Autumn.
